Founded in 1977, PCR Business Finance (PCR) is a private, non-profit, Community Development Financial Institution (CDFI), as certified by the U.S. Treasury. As the name implies, PCR provides business loans.
Further, PCR provides small business educational services through our designation by U.S. Small Business Administration (SBA), as a Small Business Development Center (SBDC).
Finally, and in addition to our small business lending and educational services, PCR administers the pilot Metro Business Interruption Fund (BIF), which provides grants of up to $50,000 per impact year to eligible small businesses.
Loan Programs
PCR offers a variety of loan programs to fit most business financing needs. If you are looking for financing for your small business, PCR is the place to start.
Microloans
Loans up to $50,000. This product is designed to address the needs of existing and start-up businesses with very low capital needs. The program is paired with complimentary business advisory services from PCR’s Small Business Development Center.
Small Business Loans
Loans between $50,000 and $650,000 to support the growth of underserved small businesses. Special emphasis on the community impact of each project.
California Small Business Loan Guarantee Program
The California Small Business Loan Guarantee Program provides loan guarantees to lenders that may require a credit enhancement in order to approve their loan. Businesses must be located in the State of California.
Training & Advisory Services
Entrepreneurial training and advising provide a strategic plan of action for operating a business successfully as a start-up or as an existing business. Our SBDC is staffed by a team of experienced business professionals in all facets of business operations.
PCR Business Finance is an SBA affiliated Small Business Development Center. In addition to small business lending services, PCR engages in no cost one-on-one consulting and entrepreneurial training. Consulting and training ensures entrepreneurs have the skills and knowledge to be successful.

Metro Business Interruption Fund
Allows for grants of up to $50,000 per impact year to small business owners that have experienced revenue loss directly due to Metro construction on eligible transportation corridor projects.
Metro’s BIF is administered as a pilot program in partnership with PCR. PCR uses the BIF to provide financial assistance to small “mom and pop” businesses impacted by transit rail construction along the Crenshaw/LAX Transit Project, the Little Tokyo Regional Connector with its 2nd/Broadway segment, and Section 1, Section 2 and Section 3 of the Purple Line Extension and East San Fernando Valley.
Metro’s goal through the BIF is to help small businesses continue to thrive throughout construction and post construction. The BIF is a demonstration of Metro’s commitment to be a trusted community builder, partner and stakeholder.
