Governor Newsom’s new initiative battles Big Pharma prices and opioid deaths, one nasal spray at a time (Narcan).

California can now purchase what amounts to half of the country’s supply of opioid antidotes online, following a new initiative launched on Monday.

The main product being offered is Narcan, which was priced last year at about $24 per twin-pack for government programs and online purchases. Each box contains two doses of nasal spray, which typically sells for between $45 and $70 at pharmacies and through online retailers.

Fatal opioid overdoses—caused by heroin, fentanyl, and oxycodone—have been rising in California, prompting state officials to step up action this year to address the crisis.

This move is part of Governor Gavin Newsom’s broader effort to negotiate lower prices for critical medications through a state-run initiative.

“Life-saving drugs shouldn’t come with a life-threatening price tag. California is stepping up to make essential medications like naloxone more affordable and accessible,” said a spokesperson from the governor’s office.

Naloxone, which can reverse the effects of an opioid overdose, has been available over the counter in the U.S. since March 2023, when it was approved for non-prescription sale by the FDA.

California is also moving forward with plans to make insulin more affordable for residents. The state has partnered with the nonprofit Civica Rx to produce insulin products used in the treatment of diabetes.
