Racism on the Council: How does the scandal affect Los Angeles and the elections?

The Los Angeles City Council is one of the most powerful in the country. The recent recordings released between the president of the organization, Nury Martinez, with councilmembers Kevin de Leon and Gil Cedillo have caused a national scandal.
In the recording, the three politicians make racist and discriminatory comments against other councilors, the black, Jewish, Armenian, gay and other communities. A comment in one of the city’s media says “they didn’t leave anyone alive in this huge city.”
From President Joe Biden, to important politicians in the country and California have called for the resignation of the three councilors. Martínez requested a permit to be absent from his work and De Leon and Cedillo have not reacted to the demands.
So, what will happen in the city while a conclusion of this scandal is reached?:
-There are 15 districts that make up the city council.
-Martínez (D-6) and De León (D-14) had been confirmed to occupy these places until 2024. Cedillo (D-1) was defeated in the primaries.
-There are three issues that are a priority after the scandal:
1.- elect a provisional president of the council.
2.- Carry out redistricting to expand the number of councillors.
3.- The resignation of the three councilors involved in the scandal.
Of the 15 districts, eight will be up for election in November.
In the event that all three council members resign, the council has two ways to replace them: with a special election or by body appointment. Typically, the election takes place.
